The devastating floods in Nepal are a grim warning not only for India but for the entire South Asian subcontinent. From Afghanistan to Tibet and across the Himalayan arc, this is one continuous and interconnected geographical system. What happens in one part inevitably affects the others. Himalayan tragedies, therefore, cannot be treated as isolated national disasters. They are increasingly regional crises.
The flash floods that struck Nepal and Tibet on August 26 offer a stark example. Initial assessments indicate that the disaster was not caused by a conventional glacial lake outburst flood (GLOF), but by a massive high-altitude glacier collapse and ice-rock avalanche. A large section of a glacier in Tibet reportedly collapsed, temporarily blocking a river. When the debris dam gave way, a torrent of water, mud and rock swept into Nepal, killing people and destroying roads, bridges and hydropower infrastructure.
Satellite analysis suggests that a substantial portion of the glacier collapsed, without clear evidence of a pre-existing glacial lake bursting. Climate warming, combined with the steep and geologically unstable Himalayan terrain, is likely contributing to such events.
The warning is unmistakable: it is no longer only glacial lakes that pose a flood threat. The glaciers themselves are becoming potential triggers of catastrophic disasters.
The human toll tells only part of the story. Thousands of people may ultimately be affected by such disasters, while livestock, wildlife, forests, farmland and entire stretches of river valleys can disappear within hours. The damage does not stop at an international border. Floodwaters and sediment can move downstream from Tibet and Nepal into Bihar, West Bengal and beyond.
This is why disaster management in the Himalayas must become a regional responsibility. India, as the largest country and economy in South Asia, has both the capacity and the responsibility to take the lead.
A fragile region under pressure
The Himalayas are already experiencing rapid environmental change. Glaciers are shrinking, temperatures are rising and extreme weather events are becoming more frequent. Studies have warned of substantial losses of glacial ice in Nepal, while the rate of Himalayan ice loss has accelerated sharply in recent decades.
At the same time, the mountains are being subjected to unprecedented construction pressure. Roads, railway lines, tunnels, dams, hydropower projects and other infrastructure are being pushed into some of the most fragile terrain on earth. India is expanding strategic and transportation tunnels from Jammu and Kashmir to Uttarakhand, Sikkim and Arunachal Pradesh. China, too, is undertaking major infrastructure projects on the Tibetan plateau.
Development and connectivity are essential. But the question is whether these projects are being planned with adequate understanding of the Himalayas' ecological and geological limits.
The experience of Uttarakhand should serve as a warning. In 2021, the state suffered two deadly glacier-related disasters within a few months. A February event killed at least 61 people, left 143 missing and damaged two hydropower projects; another glacier-related incident in April claimed 12 lives. The region continues to experience landslides, subsidence and pressure from expanding infrastructure.
Joshimath's sinking is another reminder that Himalayan development cannot follow the logic of the plains. What may appear to be an engineering achievement can become an ecological liability when construction ignores the carrying capacity of the mountains.
The concentration of tunnels, blasting, dams and roads in vulnerable geological zones demands a comprehensive review. The issue is not whether India or its neighbours should develop the Himalayas, but how development can take place without destabilising the very ecosystem on which millions depend.
Warnings from tradition
Interestingly, Himalayan folklore has long contained warnings about ecological catastrophe. In Joshimath, the legend associated with the Narasimha temple says that when a particular part of the idol becomes detached, the Badrinath valley will disappear and worship will shift to Bhavishya Badri.
Such legends should not be treated as scientific predictions. But they reflect an ancient awareness that the mountains are powerful, fragile and capable of sudden transformation.
Modern science is now providing its own warnings.
The Himalayas feed some of Asia's greatest rivers and sustain hundreds of millions of people. A major disruption of this system could have consequences extending far beyond the mountains. Floods, landslides, water shortages and agricultural losses could destabilise communities across the northern plains.
The SAARC opportunity
The response cannot remain confined within national boundaries. Himalayan disasters demand basin-wide and cross-border governance.
SAARC must move beyond being primarily a political forum and revive mechanisms for regional disaster management. India, Nepal, Bhutan and Bangladesh, along with other Himalayan and South Asian countries, should establish systems for real-time sharing of satellite and ground data on glaciers, landslides, rainfall and potentially dangerous glacial lakes.
Early-warning systems should automatically transmit alerts to downstream communities. Joint rescue protocols, shared river-basin assessments, floodplain zoning and common climate-resilient construction standards should become regional priorities.
The Himalayan region needs a ridge-to-valley strategy in which ecological protection, early warning, disaster response and infrastructure planning are treated as parts of a single system.
A comprehensive review of major tunnelling and infrastructure projects, particularly in Uttarakhand and other sensitive Himalayan states, is equally necessary. Every project should be subjected to rigorous cumulative environmental and geological assessment rather than being evaluated in isolation.
India has the highest stake in such cooperation. It shares borders, rivers and ecological systems with almost all the countries of the region. Its own security, economy and water future are inseparable from the stability of the Himalayas.
The lesson of Nepal is therefore simple but urgent: the Himalayas do not recognise political borders. Neither do floods, landslides or melting glaciers.
South Asia must recognise this reality before another disaster forces it to do so. India should lead the effort—not merely to rescue victims after catastrophe, but to prevent the catastrophe from becoming inevitable.
